Recently I was on chromebook with the linux terminal and supports the (.deb) file which is similar to install apps on windows which downloaded from sites.

As for apple you can try using Parallels which is a virtual machine to play on windows, but it may not work.
Pretty sure that it says that they will never make a windows or linux version only windows
